How To Create A Site Workflow

I have a list that I want to run a workflow that checks each item in the list and based on an expiry date column, sends out a notification from an address in an email column from the item.  Basically I want the workfow to loop through the list checking each item's expiry date.

 

I've read that the only way I can do this is to create a "Site Workflow".  Can someone tell me how to create a site workflow and have it check each item in a list?  I have lots of experience with regular workflows that run on a particular item.
