Say I remove/uninstall my current instance of K2 Appit application from my SharePoint O365 environment. If I go back and install it again, do we spin up a new instance of K2 Server + SQL DBs in Azure or do we just re-link the SharePoint O365 environment back with the existing K2 Server + 2 SQL Server instances that were created for it previously? Any help on this appreciated.

The best answer to this question is that no, a new environment will not be spun up and also you cannot shut down an existing environment. This type of integration doesn't exist but if you want to relink anything you have to enter an existing runtime URL of an existing environment. Also take note that for any environment that is deleted and you did not run the uninstall process for any specific lists or libraries they will be broken as the environment will point to forms that do not exist anymore.
