Is there another way to register a service instance without BrokerManagement.exe? It keeps crashing and i'm getting some rough-looking events in the Event Log that look like this:

You can register service instances through the workspace management console under SmartObjects | Services; with the Amazing SmartObject utility on blackmarket; or you can register them using API.
