I was wanting to clarify what you are looking to accomplish, are you looking to utilize the SmartObject across multiple site collections using a single instance or move the object between the sites?

I created a smartobject in one site collection and want to use it in a separate site collection. In other words, I want to copy a smartobject I'm using in site collection A, and paste it for use in site collection B.
