Is there a way to automatically enable the "Workflow change approval" setting in multiple sites?
Not right now. You will have to enable it on each site separately.

Thanks, I was afraid that would be the answer. Any idea if there are any plans to provide this type of functionality?
So far haven't heard that this is on the road map but it's still worth to mention as a new feature request on user voice as I think you're not the only one that would like to see this feature, especially in larger environments.
