Multiple emails per event

How do you have a single event kick off two emails? I had a process that was dying every time it hit an event that I had two notification emails configured on. The first email was sent fine every time, but the second email never was sent and the process stopped there. I removed the second email and the process now goes through to completion. Any ideas?

a) create 2 destinations for the activity (they dont have to be real user accounts)
or
b) click on 'generate code' and change the email code so that it loops through the SMTP code twice, with a different 'to' address each time the function is called
