I'm getting an error when trying to publish a workflow. The error is telling me that I have the workflow rules files checked out. it will not reset

Yes, this is in production. In the error if you follow the path and have the correct permissions, it is actually a hidden library that these files are sitting in. Once I was able to view these in this library I could check them back in as you would in any library that has that setting turned on. Once I checked the xoml.rules file back in I was able to open a previous version of the workflow do my work, save and publish.
