Is there a mechanism in k2 to distribute tasks (fairly) between users?
if user a has 100 task in his list and user b has 10; then any new task should be redirected to user b.

Have a look at the Task Allocation Service that ships out of the box, there are a few methods you could find useful. In the Help File, look at SmartObject Integration > Out of the box SmartObjects > Task Allocation SmartObjects > Role Methods.
