We are developing our forms in SIT using Nintex form but we want to restrict nintex form publishing feature for end users in UAT/Production

Currently there is no way to restrict users from publishing Nintex forms .
I'd recommended making a feature request at http://nintex.uservoice.com
revoke Design permission level from end users
