Is it possible to copy an item duing a workflow from an o365 site to a on-prem site?

At the moment there isn't a direct connection or action that will allow you to do this. You can use the call web service action to push that, or email the document attached to an email enabled library, or you could use the generate document action in on-prem, and create it directly against the library there but triggered from O365.
