However this also means that there's no permanent solution that can be provided for this case because of how the service was initially designed. There's no other choice currently than to apply the various workarounds mentioned previously to keep the users enabled.

Resolution:
They are currently working on redesigning and rebuilding the Identity Service in light of the various issues that are caused by the current architecture of the Identity Service. Based on what we have seen so far on the new design, it will help to eliminate the issue of random users getting disabled intermittently. The release timeline this new Identity Service hasn't been finalized, but it's tentatively targeted for H1 2017.
