Does anyone know how to create a popup over a picker label, so when the user's mouse is over the picker object a pop up with a customised message appears?

Hi Alexandre,
You can have have a look at the example below around this. If you click on the control, on the right hand side thier should be a properties section. There will be a tooltip field whereby you may enter any text as you wish and in runtime once you hover over the control you should see this work as expected.
