We need an input form that has actions upon controls being selected. we would like to build a certain layout 
What is the best method for this? can we build the layout with controls, or take each component and save as a pictureand embed in a view?
any suggestions welcomed

That is a great idea but according to the attached link below The Picture control is a read-only display control that allows you to display static images.
however I recommend that you log this as a feature request to be implemented in future at K2 ideas portal at https://ideas.k2.com/ideas/new or familiarize youself with this idea which has already been created and if is similar to yours then you can just vote for it than creating a new one https://ideas.k2.com/ideas/APIT-I-265

Displaying the image is fine, because we can have a rule to action from the picture being clicked
but its not great trying to build the view with pictures to create the correct layout
the feature request you mentioned isn't the same :-(
