Is it possible to automate the smart form creation using the workflow.

That is not currently possible and likely never will be. Think about all the steps you go through when designing a form: creating SmartObjects, creating views, creating forms and all of the rules to link them together. That would be a lot of very detailes steps to accomplish in a workflow.
