Scrolling header in mobile builder

I have built a mobile skuid page with multiple panels and header/footer. However the person in charge of graphical design want’s the header and footer to scroll with the panels instead of the panels scrolling under the always visible header/footer. I could of course easily solve this by moving the header/footer content into the panels, but then I would have to duplicate the content for every panel. Is there a recommended easy way to solve this such as a setting for scrolling header/footer or a panel include for each page?
