Have a look at http://help.skuidify.com/m/11720/l/211114-table-component-custom-views. I think that the best way to approach something like this in Skuid would be via a Table and custom renderers.
From an HTML & CSS perspective, you could have each “tile” be an image and then overlay text on top of the imag or you could use background-image css property, etc.
