How is 'Message to show when disabled' used in field rendering

I can’t seem to get the message to show when disabled to present.  Where is it supposed to be, and when?  Have one Skuid page where all fields on one screen, another Skuid page is a series of panels.

Meryl,

Try hovering over the field or clicking on it as though you were going to change the field.  You should see the message then.
