CreateRow rowactions are failing in 11.2.9 due to default xml in older pages

We have discovered many of our existing CreateRow rowactions are failing in v11.2.9. When users click the icon, nothing happens.

We found a culprit in the xml, where the code looks like this:

Removing the line resolves the issue.
