When logged in as a Customer Community Plus user, from a parent record owned by the user, the File Upload button is not working. When clicked, nothing happens.
Is there something specific that has to be done for this to work in a community?

This is just a hunch, but did you make a local clone of the UploadImage Visualforce page and give your community user profile access to it? See the Prerequisitessection of this tutorial for a step by step.
