We have discovered many of our existing CreateRow rowactions are failing in v11.2.9. When users click the icon, nothing happens.
We found a culprit in the xml, where the code looks like this:
Removing the line resolves the issue.

What version were you on previously?
11.1.14, I believe. Some of the affected pages go way back, however. Before Brooklyn; 2015-16 vintage, though it’s hard to say when the rowactions were actually added to the page.
