Users who are part of an Action Plan in the Improvements Module

An action plan within the improvements module can have multiple people assigned to the different tasks. Is there a way to generate a report that would allow us to see which users are currently assigned a task and balance work loads based on this? or even to see how many tasks are late and who is responsible for each?

There is no specific report for this, you can adjust the filters in the Improvement register and export this list to PDF/CSV.  Or you could use the Reporting API for the Improvements add on to produce reports showing this information.
