Update credentials in connection manager not resolving error

I started getting suspended workflows with an error stating that "Invalid authorization for connection ''. Credentials may have expired.". I went into the connection manager and updated the credentials to make sure that they were correct, but the workflow still suspends with the same error when I resume the workflow. The account is a service account with the setting that the password never expires. 

 

I updated a different connection with the same account and it seems to work ok.

It looks like restarting the workflow with the updated credentials does work. I'm still not sure why I can't resume the workflow, but it looks like I have a workaround.
