Print to PDF leaves out images

When I go to print to PDF a reopened, previously submitted form, the PDF excludes any images on the form.

Is there a way to make sure the images come through into the PDF?

This ended up being the same issue as displaying images on mobile forms. The images must be public. This is a o365 issue.
