We review pdf documents stored in SharePoint online using commenting feature in Nintex workflow. Is there a way to open the file in client and in SharePoint and not in temporary location on your PC. I would like to get a prompt when I click on url to open or check out and open.

This is a setting on your computer that determines how PDFs are handled. The url to the PDF if from SharePoint should render either in the browser or on your computer per your settings.
