Nintex Workflow Cloud allows you to design forms that can be made accessible via a public URL. You can then use the workflow associated with that form to push data into a SharePoint Online list via the SPO connector that is available in Nintex Workflow Cloud.

Will this process "use" a nintex workflow license. We do not have unlimited workflows.

Good question and as I understand it, yes it would because you are using the form/workflow to do this and that does count against usage.
