Have you any rules/css applied? (and there a still in place, even in debugger mode)

Can you reproduce it, with different browsers?

Have tried to use some panels, and place in the controls?

We have sometimes a similar issue, but only on design time. That the form controls just moving are moving their places, just when the form is opening in the designer.

Tipp:

To minimize the effort for reassembling, you could export the form from time to time (before you do another change on it).

In this case I don't have any rule on those fields, I have a panel for all fields, I'm going to separate each line with one panel to see if it works.

Would overlapping controls contribute to this issue? Perhaps provide a pixel of space between the horizontal fields? Overlapping fields have been the culprit for me in the past. Just a thought...
