I have requirement to develop custom action for Office 365 nintex workflow, similar to SharePoint on-premise nintex workflow custom action. Is there a possibility of achieving this?

For your custom action do you have an open API web service you can connect to? If the anwser is YES, then you can build a custom action in Nintex Workflow Cloud using the extentions framework, build a compoent workflow and call that workflow in NWC to run your custom action.
