There is one option not sure if this will answer your question is by adding a textbox for comments/Reject reason on the form design and add  a rule on the submit button that validates if the drop down action = ‘Reject’ and comments/Reject Reason text box is empty then show a message box to enter comments (see screen shot ).

Can you show/write the rule of the submit button that is on the workflow section

Hi, Sure I’ve included below screenshots of the Form rule and this should be under 

“When the Workflow View is being submitted”

Should add Advanced condition same as second screenshot

If the condition is met then show the message and stop rule execution
