The KB you have referenced is only valid for the old K2 workspace. You should not need to modify any web.config for the new Management page. That said, after you have modified the Workspace URL in the environment library, have you tried restarting your K2 service and perform a IISRESET?
Changes made to environment fields that K2 rely on (eg. Workspace URL, SmartObject Server) some times will only take effect after you restart the service and perform IISRESET. Also try clearing your browser cache.

Please also ensure the corresponding environment field values in the String Table in Management is pointing to the "https://workspace.usd.edu" URL.
Like Edward mentioned, do remember to clear the browser cache after making any modifications.
It looks like the setting were correct, after a server and IIS restart I was still having issues as closing the browser and clearing the cache didn't actually close the instance of the application.
I needed to open task manager and ensure the processes were closed. Once they were I again cleared the cache and everything was working as intended.
