How do you either use the Locale formatDate options in a word doc or add/update the options in the field tagger?

You should be able to achieve this with your Connected Data/Excel as Middleware feature. 

Link: 

1. Push the Date tag into excel
2. create a formatted output cell 
3. Name that Output Single cell ( this tag will be used in your Word Template) 
4. Place the tag in Word and the formatted output will full the long date in which ever format desired from the Excel document
