Symptoms

whatever we try, we're unable to deploy workflows with the Packaging and Deployment tools.
For testing we created two packages: One contains only the workflow and the 2nd one contains the workflow and a simple view.

We resolve all dependencies and configure the workflow with "Create new process".

With the package containing just the workflow, the next and finish buttons are greyed out, everything else is green (check screenshot)
On the other hand, using the package with the workflow and a simple form, we can deploy the package but the workflow is skipped.

Please let us know what we're doing wrong and how we can deploy workflows using the Package and Deployment option.
 

Diagnoses

A PandD cold fix will give us more details as to why this is not deploying.

 

Resolution

The Coldfix was applied, labs also joined in on the call and found that there were some missing references and quickly solved the issue.
