I design my template and it looks like this below

The file is saved and exported and uploaded under Nintex Forms Management -> Manage device layouts.

I create a new list and open the Nintex Forms designer and this is how the template looks like

I would expect the blue bar to be at the top but it moves all the way down. I want the blue bar to be always at the top. Any ideas?

I am running Nintex Forms 2013 (2.9.0.0)
