The Remote Server Return an Error (400) Bad Request. Move Document By ID errors when the document name has language marks, e.g. Me'me.

 

Symptoms

I receive a 400 error when running a workflow that moves a document to a new library in SharePoint 2013. It also happens if I try this from the Service Tester.
 

Diagnoses

The issue is actually two fold. The file that is being moved needs to be over 2MB in size and have a strange character in it (',",:).
 

Resolution
