Symptoms

When to Specify Edit state rule is in a workflow state (?Specify edit state for View and Form controls?)...even though a field are set to edit, every field is read only. The only work-a-round is to set all fields to read only and then use individual set control state to edit.
 

Diagnoses

The issue was caused by "Body0 Table" control was configured to Read-Only.
 

Resolution

Setting the "Body0 Table" control to Editable in the rule allow other controls to behave as expected.
