After the installation of Smartforms, we do not have the option to create or edit forms in K2 Designer. We have a distributed install consisting of a K2 server (where all the K2 server components are installed) and a web server which runs the runtime and all other web applications. We have no errors anywhere, and everything is working as expected, except for the missing Form options. Is this a license issue, or is something wrong with the installation. We have already reinstalled all the Smartform components, but to no avail.

Yes this is a licensing limitation.

Development license:
To have smartforms development capabilities you will need a Development license.

SmartForms Runtime license:
A SmartForms runtime license is a license that allows forms to be run but not created or edited.
