Blackpearl 4.6.9 SmartForm, single item shows spinners just very briefly then they disappear while the view is till busy populating controls. This article seems to describe the issue really well:

However I have tried to follow the resolution instructions without successfully getting the spinners to show until views are finished loading.I have also tried switching SmartForm themes just in case there was a weird CSS issue, alas no effect.

Has anyone else had a similar situation? How did you fix it? 

Below you can see that the Form has initializiing and initialized rules, but the initializing contains the view initialize call, and in an "and" (concurrent exec) block.
