created a workflow to create site collection
using my account which I can create site collections in the GUI.
get this result: <nativehr>0x80070005</nativehr><nativestack></nativestack>
I also have we app permission full control.
any ideas on how to set this up to be run by farm admins?

When you share your workflow (add as attachment) the community can help you better. The amount of information is rather thin.
Please also provide some context of the workflow.

Rick is right, a bit more information might be helpful.
You can also check the ULS log to see if it holds a user name that was used while creating the site collection.
