Settings in Workspace

Hi,

There are 2 users who are owners for one activity.

The first owner can see all the items(documents) in his worklist.
The Second owner cannot see all the items in his worklist(he is able to see some documents which are in other step).
But in sharepoint site 2nd owner has many documents.


Please help me out what should be done(is there any settings that has to be changed) or is there any other procedure.

Please let me know the solution.
