Schedule Workflow is NOT RUN Status

I have create a site workflow and make it schedule with starting date.

But still the workflow status is showing NOT RUN. Is there any thing i need to start?

What date and time is it scheduled to run? Make sure it is set appropriately with AM and PM.

The Problem was not complex, but a precaution thing, which should be take care.

I am in Gulf Standard Time. On our Share Point Farm, regional settings was not configure correctly. Which cause this problem.
