Can anyone please tell me , how can we save a file (any txt file example) to a local machine path using file attachment control in an item view.

You will need a custom service broker to do that. There's one in the market that does what you decribed:

Do you want to have your file uploaded locally, to a specific directory? If I'm understanding your requirement correctly then maybe you can look at this custom broker from the market.
