Symptoms

When you add a lot of text into Rich Text control, the scroll bar appears on the left. The users can use it to see all the added text. If you configure this control as Read Only, the scroll bar is inactive, i.e. you cannot scroll to see the rest of the text which is not visible.

Steps to reproduce:
1. Put a Rich Text control on the form.
2. Add a button to the form and bind the rule - when a button is clicked - Set the properties of the Rich Text control (ReadOnly = Yes)
3. Run the form and add so much text so that a scroll bar appears on the right.
3. Click the button and try to scroll.

It is clear why the control must be fully deactivated when it is disabled, but when it is ReadOnly the scrolling must work.
