Have you looked at adding a Activity and linking the Decline line to it and then have this activity do what you need it to do (rework) and then have the line form this activity go back to the original activity…if this is not what you are looking for. Please provide more detail on the process design or maybe attach the KPRX file so I can see what you are trying to do.

I used the same method to accomplish the task. Wanted to know if something out of box was available.
