I can't answer all your questions, but the state does not have to be new. You can choose the "Default" state and not create a new one.
Well, that would not really work?
Attaching the state to the workflow appends rules to load the outcome list. If I use the default state, would the additional steps that are automatically added there be inherited by the States that I will be use somewhere later in my workflow?
