You have an issue around process start, or rather the lack thereof. If a start time delay is added then the process will not start, however, if no delay is set then it works fine.
Is there a reason why this is happening ?
Resolution
Please do apply the latest CU to your environment. This should resolve the errors that are pertaining here. You will need to contact K2 support to obtain this.
