I have three level workflow and on every step i want to rework activity but when on second level when i cick on send back then new request is instated.

I am facing the same Issue. You got any Solution ???
Double check the form rules and make sure that your form state when opened in this workflow task is different that the state that you start a new workflow in.
i checked my workflow state is different tahn start state.
