I suggest trying to create a "advanced condition" on the "when form/view is initialized" rule that is configured to validate what the value of the Parameter is when the Form/View Starts.  Depending on the value inserted as a parameter a batch of rules can be executed (these rules will be used to set certain controls properties to enabled/disabled or even hidden/visible) if the "advanced condition" is found to be true Else different batch of rules are executed upon execution (these rules will also be used to set certain controls properties to enabled/disabled or even hidden/visible).
