Symptoms
When trying to resolve a people picker control the user received the following error
Object reference not set to an instance of an object.
Diagnoses
The control had not been set up with a site collection URL which it needs to resolve its users
Resolution
By inputting the URL for the appropriate site collection picker control was able to resolve users free of error.
