Is there a way to transfer values between views? For instance, I'm trying to filter a SmartObject in view 2 from a control value selected in view 1. The context browser only shows the controls and SmartObjects from that particular view.

Ahhh, you have to create the rule at the form level.
Does the View need to be on the same form? How about when view live on different forms?
