Dear ,

1-go to ur workspace 

2-Management Console

3-workflow server --->server rights 

4-on right right pane , u need to add the Specific user u want to deploy using , And check the "Export" check box .

Note : Export check box gives the uesr rights to deploy.

My apologies , i missed that part , and oh well , have u checked if that specific user is added to Templates--->Environments---> Development ?

also need to check smartobject ---> security ---> smartobjects administration , user has to have permission there as well.
