The workflow actions are not loading. The console shows a "ToolboxActionHandler.ashx Request error". This happens in a specific sitecollection which was migrated from 2010 to 2016.
On other sitecollections this error does not appear.

It was a problem with the masterpage after migration from 2010 to 2016.
